This is a genuine minting error and NOT post mint damage. It’s an off center strike about 70% off, plus has a perfectly visible date. A major error like this is very collectible, and these are highly sought after when in this condition and have a visible date and mint mark(Philadelphia/no mint mark). Very cool piece for any collector.
