I messaged the seller to ask and showed that his “golden ticket” list said 20-21 base set. He said that meant only the rookies. It’s not an expensive rest of the base, but when you win an item, you should receive the whole item. I love to put sets together and now I have to go and buy the rest of the set that I already “won” through my “golden ticket”. Well packaged and fast shipping though.
