Maybe to save on shipping but I was expecting it to be completely sealed. I’m not sure now if the packs were tampered with or not. I’d say just buy at your own risk. I did get an under market price for the packs that’s why. Great seller! Shipping was way faster than I expected it to be, I was surprised when I saw it in the mail already. arrived earlier than expected seal in tact.
