New with tags, no flaws noted. The metal piece slides, but that seems to be how it was made because the zipper works. I think it's so the zipper stays hidden. Minimal stretch- the most you could add to these measurements is an inch. Pit to pit 13" Length 20" Smallest part of the blouse at the rib cage is 12.5" *measurements are approximate - I try to be as accurate as possible but please allow for 1/2 - 3/4 inch difference. *Most items are stored/mailed in poly bags. Follow manufacturers care instructions to wash/dry clean to wear and remove wrinkles. 0352
