I interpreted this to mean that the components required to assemble the carriage were included, while the Thestral and other character elements were not. The seller's position was that "build only" clearly excluded those items.
While I disagree with the listing description and believe it could have been more clearly stated, my primary concern was the response to my request for a refund and return. After expressing my disappointment and explaining why I felt the listing was misleading, I was blocked by the seller rather than being offered an opportunity to resolve the issue.
The seller may have intended the listing to be interpreted exactly as described; however, buyers who are unfamiliar with LEGO reseller terminology should review listings carefully and seek clarification before placing a bid.
