I wanted to clarify that your order was for a single dress as I have never ran a $8 dress bundle. This was clearly shown during the live. As stated in the listing, the shipping charge applies to a bundle of 3–4 dresses per $9.21 shipping label and does not indicate the quantity purchased.

Rach beautiful dress. fits very nicely I only received 1 dress even though it said 2-4 dress bundle. The dress was my style and size but long sleeve velvet for winter.

The listing clearly stated that each $9.21 shipment charge covered a bundle of 2–4 dresses. In other words, for every $9.21 shipping charge applied, you would have received the 2–4 dresses if that was the quantity of dresses you purchased.
Since you only purchased the one long sleeve velvet dress as shown on the live, you only received that one dress.
