It was designed by the well-known American folk artist Jamie Gardner Rehfeld and manufactured in Hong Kong (typically dating the piece around the 1970s to 1980s).The blue lines that initially looked like ceramic crackle lines are actually the artist's signature pen-and-ink whimsy illustration style.
