This is a Repunched Mint Mark.(RPM) 1951-S Washington Quarter (S/S South) The quarter is near white in luster on the obverse and toned greys to near black on the reverse still showing great luster. The quarter is slabbed and graded MS66 by IGC. However this particular grader missed a very key feature they should have known to look for.
