This note is a Type 1. Market Value: for VF 20-30 For 1929 Cleveland $5 Federal Reserve Bank Note Condition: Estimated Value: $125 – $160. Notice: “President" title has been blacked out and replaced with "Governor." The Fix: Instead of making new plates, the Bureau of Engraving and Printing simply overprinted a thick black bar (surcharge) over "President" and printed "Governor" next to it. Making this emergency "fix" a unique piece of bureaucratic history. Given the heavy ink of the overprint and the clear signature: This note's eye appeal remains strong for the VF 20-25 range. Paper Texture: You can see the "nubbiness" of the linen/cotton blend. The fact that the green ink is still sitting "on top" of the fibers rather than being soaked deep in reveals the 30% crispness
