The twisted wire frame is very characteristic of Victorian and Edwardian era cameo brooches, roughly 1880s–1910s. It has a C-catch with no safety mechanism. That simple hook-and-curl closure without a locking mechanism points solidly to pre-1920s, supporting a Victorian/Edwardian date. The pin stem looks like it may be a replacement or repair, as it appears slightly mismatched from the frame metal. No hallmarks visible on the back, which is common for American pieces of this era. A lot of color loss and possible shallow crack.
