2x Brackets, there intended for a 8 inch board. I usually buy white tall baseboard that’s 7 inch and it makes a nice shelf for various things. No idea on a weight limit but there fairly sturdy I would say 15lbs would be fine. You get 2x brackets per purchase, wood not included.
