This is an error holder for an 1883 Morgan silver dollar that listed as being from New Orleans mint when there is no New Orleans mint mark. If you look at the certification number, you can see by the toning it is the same coin in the NGC scan, and if you look at the scan on NGC verification site, you can also notice that it does not have an O mark
