This Brooch is closer to stamped champlevé/basse-taille ename and not cloisonnél: the floral design is stamped into the metal and the recessed areas filled with enamel. The round design has burgundy/mauve tulips, metallic green leaves, deep navy/black enamel and gold-tone outlines. The textured gold-tone reverse and Fish & Crown maker's mark are consistent with known Fish pieces. The green area on the back is verdigris—copper corrosion/oxidation. Your brooch appears to have a copper or copper-alloy base metal, and the green is concentrated around the pin-hinge area where moisture can collect. This doesn't necessarily mean the brooch is damaged beyond use .That blue-green color is very typical of copper reacting with moisture, air, skin oils, or storage conditions.I would not aggressively polish it, because you could remove the original finish.
