Capper Publications of Topeka, Kansas was the largest publishing house west of the Mississippi, behind Capper's Weekly, Capper's Farmer and Household Magazine, and Arthur Capper himself was a Kansas governor and thirty year US senator. Divided back, so 1907 or later. Pencil note from the sender plus pencil vendor marks. Corner and edge wear with a slight crease. Note: Untested, as is, as seen, no guarantees.
