I discovered it is most likely manufactured by Hubley: While Hubley often used nickel-plated or red wheels, they did produce "Yellow Spoke" variations for their larger fire series in the late 1910s and 1920s. Hubley's 12-spoke wheels are often noted for having very thin, delicate spokes compared to Kenton's more robust casting. (The thin spokes are on these wheels).
