This central vignette is the allegorical figure of Hope with anchor, with Hunter and Memminger on either side. The note has a CSA watermark in script letters and has been cut cancelled but hardly noticeable.

He of course wrote the book on confederate paper money and bonds and obsolete currency within the US.
