Johnson on December 21, 1968, serving until January 20, 1969 (29 days). • Barr had already been serving as Under Secretary of the Treasury since 1965 and was a trusted, capable administrator. • When Henry H. Fowler resigned as Secretary of the Treasury in December 1968, Johnson needed someone to fill the position temporarily until the new Nixon administration took over on January 20, 1969.
