The Manhattan Project requested to borrow the silver as a substitute for copper.Secretary of the Treasury Henry Morgenthau Jr. approved the transfer—joking that they had to refer to it in “troy ounces” rather than dollars to keep things in perspective. They ended up using more than 400 million troy ounces (over 13,000 tons) of silver to make wire for the massive electromagnets.
