This is an antique mechanical ice cream scoop or disher. This dates back from late 1800s to the mid-20th century. There is an internal blade or scraper that's operated by a turn-key, to help release the contents easily without sticking. They were used for serving ice cream, mashed potatoes, rice, and other soft foods. It's made out of aluminum and there is a visible number "10" on the underside of the handle indicating the scoop's size or capacity. This one is in really good shape for its age.
