It had been opened, but I checked it and everything was there. There was no internal packaging for excess space in the box. That could have been from being opened. The USPS had used there tap to reseal the package. Thank you for the cards but the packaging was atrocious. My cards fell out. As I was trying to get them out. the packaging was cover in tape and nothing was in top loaders
