He opens packs and then re-seals them taking out the good cards and putting bad cards in there place.
I bought an 2023 optic football hanger pack and it was completely open with nothing but base inside. No rookies-no nothing. He clearly didn’t seal the pack back up properly!
I’ve opened 5000+ packs and packs don’t just come open on their own!
