He is just handing this candy out to kids for free. NO CARE IN THE WORLD! Poor Charlie standing in the windows wishing he could afford some. My theory of this scene is the man running the shop is not really the shop owner but someone who just opened the door and said Its Free Candy day. I was waiting for the owner to walk in and freak out. Like "HEY!, WHAT THE HELL ARE YOU DOING IN MY STORE! WE ARE CLOSED ON THURSDAYS!". If you think about it, who is just gonna give thier inventory away? Either the guy was dying, rich or a pedophile.
