No, you cannot send a downgraded item or a different prize if a form filler (non-buyer) wins a buyer giveaway on Whatnot. According to Whatnot’s policies, you must send the exact item listed, as "no purchase necessary" laws apply, and non-buyers have the same rights to the prize as buyers.
