These were budget breaks (sub $14) with very thin margins. For us to add pack insurance for bad breaks we would need to raise the price otherwise we'd lose money. I'm sorry you weren't satisfied with your break, unfortunately when opening packs you aren't guaranteed "hits". If that is upsetting to you perhaps you should stick to buying singles.
