Likely Spanish, but unsigned, Toledo style dimensional rosebud brooch in gold tone and silver tone metal (probably a brass alloy)with black damascene-style decoration. Dating to the 1950s-60s this brooch is a more intricate design than usual with a highly dimensional design - very impressive! Rollover clasp. In nice vintage condition - there is a tiny patch of verdigris on the reverse, which should be easily removed with a light cleaning.
